Avoid sensitive areas, police warn election observers

The Lagos State Police Command has advised election observers to avoid sensitive areas during the governorship and State Houses of Assembly elections on Saturday.

The Assistant Commissioner of Police in charge of operations, Oludotun Odubona, gave the security tips when the Economic Community of West African States Election Observation Mission, assigned to the South-West zone, paid a courtesy and working visit to the command.

The purpose of the visit was to introduce the observers to the command and to receive some security tips.

According to Odubona, the March 18 elections would be keenly contested and the security agencies are on the ground to ensure violence-free elections.

He said “The stakes are very high in the gubernatorial and State Assembly elections and will be keenly contested and to ensure that the elections are hitch-free, the police has identified sensitive areas and conflict zones.

Necessary steps are being taken.”

Odubona assured that police escort would be provided to the team of observers.

A Federal High Court, Abuja, on Friday, ordered the Independent National Electoral Commission to electronically transmit Saturday’s governorship and House of Assembly election results in accordance with its regulations and guidelines.

Justice Obiora Egwuatu in a judgment also ordered the use of the Bimodal Voter Accreditation System to upload a scanned copy of the form EC8A to the INEC Result Viewing Portal immediately after the completion of all the polling unit voting in Akwa Ibom.

The judge further directed the commission to conspicuously paste the publication of its result posters EC60(E) at polling units after completing the EC8A result sheets in the state.

He equally ordered INEC to enforce the observance and compliance of Section 27(1) of the Electoral Act, 2022 in the distribution of electoral materials during the conduct of the polls in the state by engaging the services of independent, competent, and reliable logistic companies who are non-partisans or known supporters of any political party for the distribution of electoral materials and personnel.

Egwuatu held that since the electoral umpire averred in its filed affidavit that it was aware of its responsibilities under the law and had not failed to carry them out, granting the prayers sought by the applicants would not do any harm to the commission but instead, energise its performance.

He gave the judgment following a suit filed by the Labour Party and its governorship candidate in Akwa Ibom, Uduakobong Udoh, including 13 state House of Assembly candidates for the March 18 elections.

The News Agency of Nigeria reports that the applicants, in the originating summons marked FHC/ABJ/CS/334/2023, dated and filed on March 15 by their lawyer, Moses Usoh-Abia, had sued INEC as the sole defendant.

The applicants, who sought seven reliefs, prayed the court for an order of mandamus compelling INEC and all its agents to comply with and enforce the provision of Clause 37 of the Regulations and Guidelines for the Conduct of the Saturday’s elections in Akwa Ibom.

They also prayed the court to mandate the presiding officers of all polling units to conspicuously paste the publication of result posters EC460(E) at the polling units after completing the EC8A result sheets.

They sought an order of mandamus compelling the commission to mandate the presiding officers of all polling units in the state to electronically transmit or transfer the result of the polling units, direct to the collation system and use the Bimodal Voter Accreditation System to upload a scanned copy of the EC8A to INEC Result Viewing Portal immediately after the completion of all the polling units voting and result procedures.

They said this was in compliance with the provision of Clause 38 of the guidelines for the conduct of the polls.

The applicants equally prayed for an order directing INEC to enforce the observance and compliance of Section 27(1) of the Electoral Act, 2022 in the distribution of electoral materials during the conduct of the polls by engaging the services of independent, competent, and reliable logistic companies who are non-partisans or known supporters of any political party for the distribution of electoral materials and personnel, among other reliefs.

NAN reports that Justice Egwuatu had, on Wednesday, granted leave to the applicants to proceed with a judicial review, filed requisite motion and put INEC on notice, following an ex-parte motion moved by Usoh-Abia.

Upon resumed hearing on the matter on Friday, Usoh-Abia informed that he had complied with the earlier court order and that their motion was served on INEC same Wednesday.

The lawyer said despite the service of their process, the commission was not represented in court.

The judge, however, said that he noticed INEC’s counter affidavit and a preliminary objection to their originating summons in the court file.

He said the application was filed on Thursday.

Responding, Usoh-Abia said though they were yet to be served by the commission, he was ready to proceed with the matter due to the urgency of the case.

He said the motion, dated March 15, had 26-paragrph affidavit with nine exhibits.

The lawyer urged the court to direct the electoral umpire to comply with its regulations and guidelines of Clauses 37 and 38 on the conduct of the elections.

He said the order was necessary because the commission, in the February 25 Presidential and National Assembly polls, failed to transmit results of the elections in the state and across the country.

He argued that INEC created the regulations and guidelines pursuant to Section 148 and 60(5) of the Electoral Act, 2022 to guide the conduct of elections and collating of election result among others.

Usoh-Abia said INEC’s refusal to comply with the law had resulted in serious prejudice; and had foisted uncertainty and frustration on his clients at their various polling units and wards.

The lawyer said if the order was not granted, the same scenario would repeat itself in the Saturday’s poll.

But INEC, in its preliminary objection, said the suit was incompetent and the court lacked jurisdiction to entertain it.

The commission argued that the applicants had not established a justifiable action against it.

It also said that the applicants acted in contravention of the practice direction by commencing the suit via originating summons.

Delivering judgment, Justice Egwuatu said he was satisfied that the applicants had complied with the practice direction rules in the filing of their application.

He also said that he was satisfied that a cause of action had been established against INEC in the paragraphs of the applicants’ process.

The judge, therefore, ordered INEC to direct all its presiding officers to comply with Clauses 37 and 38 of its regulations and guidelines for the conduct of tomorrow’s election in Akwa Ibom.

He held that the commission had the legal duty to act in accordance with the law.

The judge, however, refused to grant other reliefs.

The Peoples Democratic Party, PDP, presidential candidate, Atiku Abubakar, has said the President-elect, Bola Tinubu cannot work with Governor Nyesom Wike of Rivers State despite the latter’s assistance.

Atiku said Tinubu cannot invite Wike to his dinner table because the governor is a snake.

The PDP flag bearer spoke in a statement through his spokesman, Phrank Shaibu.

A statement by Shaibu likened Wike to a prostitute claiming to be in business to feed the poor, stressing that nobody believes the lies perpetrated by the governor.

He said: Wike invited Peter Obi to Port Harcourt under the guise of commissioning projects only for him to work against the same Obi and then goes around to call Obi the hero of the election. This is obviously a shameless man who takes Nigerians for fools.

Wike is a snake and that is why even after helping Tinubu to a dubious victory in Rivers State, even Tinubu cannot invite him to the dinner table because a snake is not the kind of animal you can invite into your home. Such animals cannot be domesticated.”

Prior to the presidential election, Wike had rejected Atiku and backed Tinubu of the All Progressives Congress, APC.

The governor refused to support Atiku following a fallout due to the outcome of the PDP’s primary election.

CONDUCT OF SUPPLEMENTARY ELECTIONS

The attention of the Independent National Electoral Commission (INEC) drawn to a news report that conveyed the impression that the Commission intends to conduct supplementary elections arising from the Presidential and National Assembly elections together with the Governorship and State Assembly elections that will take place on Saturday 18 March 2023.

This is not correct.

The Commission has not scheduled the conduct of supplementary elections arising from the Presidential and National Assembly elections. For clarity, the supplementary elections will take place on a date to be announced by the Commission immediately after the Governorship and State Assembly elections.

However, this should not be confused with the two National Assembly elections earlier suspended by the Commission and rescheduled to hold along with the Governorship and State Assembly elections. First is the Enugu East Senatorial District election which was countermanded to allow the Labour Party conduct a fresh primary election to replace its deceased candidate in line with the provision of Section 34(1) of the Electoral Act 2022.

The second is the Esan Central/Esan West/lgueben Federal Constituency of Edo State following issues with the ballot paper for the election.

These are not supplementary but main elections that could not be held earlier.

The public is advised to disregard any report alluding to the conduct of supplementary elections alongside the Governorship and State Assembly elections tomorrow Saturday 18th March 2023.

Desmond Elliot accused LP of making “senseless attacks” on his opponents in Lagos.

The Lagos State House of Assembly member, Desmond Elliot, has condemned the attack on the campaign team of his Labour Party opponent, Olumide Oworu.

Oworu tweeted on Thursday that thugs invaded his campaign rally which held on Tuesday at Iponri, Surulere.

He wrote, “My team and I were attacked on Tuesday as we attempted to campaign at Iponri, Surulere. A member of my team was injured, but we are thankful the incident didn’t escalate past the level it was. The case has been reported at the Iponri police station.

“I am not deterred by the incident. Instead, I am more committed to seeing this through. We will pass through the wards in constituency 1 (Akinhanmi/Cole, Adeniran/Ogunsanya, Iponri Housing Estate/Eric Moore, Igbaja/Stadium, Shitta/Ogunlana Drive, Yaba/Ojuelegba). See you outside!”

The Police Public Relations Officer in the state, Benjamin Hundeyin, confirmed the Tuesday attack, saying, “I can confirm that but I don’t have all the details yet.”

 lIn a statement shared via his verified Facebook page on Friday, the All Progressives Congress candidate and incumbent Surulere Constituency Representative tagged Oworu’s attackers as “overzealous political jobbers masquerading as party supporters.”

The release read in part, “The attention of the Media Office of Hon. Olushola Desmond Elliot has been drawn to the senseless attack on the supporters of the Labour Party in Surulere by suspected thugs and overzealous political jobbers masquerading as party supporters.

Elliot has reiterated at several fora in the build up to the general election that he will never be a party to any move that seeks to undermine the peaceful coexistence that we currently enjoy in Lagos State as citizens under the able leadership of Governor Babajide Sanwo-Olu.”

He further condemned “in strong terms,” the act of violence, and enjoined residents of the state to remain peaceful as they head to the governorship and state House of Assembly elections on Saturday.

Elections: The UK will close its Visa Application Center in Lagos on Monday due to security concerns.

The United Kingdom says its visa application centres in Lagos will be closed on March 20 over safety concerns arising from the forthcoming gubernatorial election.

The governorship elections are slated to hold on March 18.

In a statement on Friday, the UK said the affected centres are in Ikeja and Victoria Island, adding that customers would not be able to collect their passports on the said day.

“The Visa Application Centres (VACs) in Ikeja and Victoria Island will be closed Monday 20th March. This is to protect the safety of customers and staff. There are no VAC appointments booked on this date and customers will not be able to access the VAC to collect documents/passports,” the statement reads.

“Customers have the option to purchase the Keep my Passport and Courier return services in advance of the VAC closure in order to retain their passport during the period of closure. UKVI will continue to make decisions on all visa applications.”

The UK said priority visa (PV) services remain available while super priority visa (SPV) services will be suspended on Friday “because the next working day opening isn’t until Tuesday 21st March”.

“Customers should not attend the VAC unless they have been contacted by TLS to do so. The British High Commission offices in Nigeria are not involved in visa decision making and do not hold passports and so are unable to assist,” the statement reads.

Babajide Sanwo-Olu, candidate of the All Progressives Congress (APC), is expected to contest with Gbadebo Rhodes-Vivour of the Labour Party (LP), and Abdul-Azeez Adediran of the Peoples Democratic Party (PDP) for the Lagos governorship position.

Rivers’ candidate for governor protested in front of police headquarters, accusing Wike of intimidation.

Governorship candidates of some political parties in Rivers State on Friday stormed the State Police headquarters, protesting alleged intimidation by Governor Nyesom Wike ahead of Saturday’s election.

The candidates are Senator Magnus Abe of the Social Democratic Party, Tonye Cole, All Progressives Congress, Chief Dumo Lulu-Briggs, Accord and Tonte Ibraye, African Democratic Congress.

The opposition parties also alleged that their members and supporters were being harassed and arrested by security agencies working for governor Wike and called for the immediate release of all those arrested within this political period

Police Confirm Clash of Oyo APC Members, PDP, Investigation Begins

The Oyo State Police Command on Friday confirmed the clash between supporters of the ruling Peoples Democratic Party and the All Progressives Congress on Thursday in Ibadan, which reportedly left three people dead.

The clash took place at the Ile-tuntun area in the Ibadan South-East Local Government Area.

The state Police Public Relations Officer, Adewale Osifeso, who called in on a programme on Fresh FM Ibadan, said the Deputy Commissioner of Police in charge of the State Criminal Investigation and Intelligence Department had been mandated to lead an investigating team to the scene of the incident.

Osifeso said, “Yes, the unfortunate incident did occur yesterday, and as we speak investigation has commenced into unraveling the root cause of the incident. Oyo State is the cradle of sophistication and the world depends on Oyo for a lot of things, we should not continue in the trajectory known for hooliganism.

The police spokesman urged leaders, parents and guardians to prevail on their wards against being used to scuttle the electoral process.

The members of the APC were holding a meeting at the party office at Iyana Court, Ile-tuntun in Ibadan when vehicles of the PDP members passing by reportedly provoked the APC loyalists and started throwing objects at them.

An eyewitness said, “The PDP then got angry, and when (they) retaliated, a leading member of the party and a member of the House of Representatives then picked a gun and fired gunshots at the APC members. That was what led to a free for all.

“The provoked attack saw many members of the APC injured with one of the party’s House of Assembly candidates escaped by the whiskers.”

Ogun Labour Party forms an alliance with the PDP against Abiodun

Barely twenty-four hours before the governorship and state house of assembly election, the  Labour Party in Ogun State has gone into an alliance with the Peoples Democratic Party.

The party’s alliance was said to have targeted at the governorship candidate of the All Progressives Congress in the state, Dapo Abiodun who is seeking a second term.

A faction of the Labour Party had endorsed Abiodun’s second-term ambition.

But, the caretaker committee set up by the national leadership has faulted the endorsement.

The Labour Party caretaker committee however, in a statement issued on Friday by the  Publicity Secretary of the  Caretaker Committee of the party in the state, Tokunbo Peters, announced the governorship candidate of the PDP, Ladi Adebutu as the party’s choice.

 The party said it chose the PDP  among the parties that were making overtures to it.

According to the party, many parties were making overtures to it, following its strong showing at the last election in the state.

The Labour Party explained that it chose the PDP because the manifesto, mission and ideology of the PDP were similar to that of the party.

The statement read, “This last-minute alliance which was consolidated Thursday with the signing of a working agreement between the chairmen and gubernatorial candidates of the two parties in Abeokuta was mostly necessitated by the failure of INEC to list the gubernatorial candidate of the Labour Party to contest tomorrow’s gubernatorial election.

“After the strong showing of the Labour Party in Ogun State in the last presidential election, the party became the beautiful bride and a lot of parties, including the ruling party, made overtures to Labour Party for either an endorsement or an alliance.

“But after careful consideration of all its options, the Labour Party decided to align with the PDP.

“The choice of the PDP was informed by the fact that the manifesto, mission and ideology of the PDP were similar to that of the Labour Party.

“The gubernatorial candidate of the PDP Hon Ladi Adebutu shares the same vision of running a populist, prudent and all-inclusive government just like Kehinde Sogunle, the Labour Party candidate.

“The Labour Party is committed to the agenda of rescuing, resetting and renewing Ogun State and has a firm belief that its collaboration with PDP will achieve the set goals of bequeathing purposeful government to the traumatised citizens of the state.”
