“Bola Tinubu’s address during the second ECOWAS summit on the Niger coup”

Your Excellency, President of the African Union Commission;
Your Excellency, President of the UEMOA Commission;
The Special Representative of the Secretary General of the United Nations in West Africa and the Sahel; and

Distinguished Ladies and Gentlemen.

1. Let me commence by welcoming you all to the Second Extraordinary Summit on the Socio-Political Situation in the Republic of Niger, within the space of ten days. Your presence here, despite the short notice, demonstrates the unwavering dedication of our esteemed community to finding a lasting solution to the political situation in the Republic of Niger.

2. Today, we gather with a profound sense of urgency and firm determination, building upon the commitments made during our first Extraordinary Summit, on the grave political crisis befalling our sister nation. During that initial meeting, we voiced our solidarity with the people of Niger and their democratically elected President, H.E Mohamed Bazoum, by condemning the military takeover and the unjust detention of their democratically elected President.

Your Excellencies, Distinguished Ladies and Gentlemen,

3. As you may recall, we called on the junta to rescind its decision of toppling a legitimate government. We proceeded to impose sanctions with the hope that this resolute measure would serve as a catalyst for the restoration of the constitutional order in Niger. Regrettably, the seven-day ultimatum we issued during the first Summit has not yielded the desired outcome. We have also made diligent efforts through the deployment of various ECOWAS mediation teams, to engage the military junta for a peaceful resolution of the political situation. One of the facilitators, former Head of State of Nigeria, General Abdulsalami Abubakar, would update us on the outcome of his mission to Niamey.

4. Similarly, as part of a coherent diplomatic initiatives, Special Envoys were dispatched to non-ECOWAS nations, particularly Libya and Algeria. During these engagements, the Envoy designated for Libya had the privilege of an audience with the President of Libya. This discourse resulted in an unequivocal expression of support for the resolutions adopted by ECOWAS aimed at restoring constitutional governance in Niger. In Algeria, the Envoy was received by the Minister of Foreign Affairs on behalf of the President of the country. These initiatives are aimed at presenting a cohesive and united stance regarding the ongoing circumstances in Niger, thus showing a collaborative and concerted approach among African nations.

Your Excellencies, Distinguished Ladies and Gentlemen,

5. Following the resolution of our previous Extraordinary Summit to initiate a meeting of the ECOWAS Chiefs of Defense Staff, the meeting of the Chiefs of Staff Committee was duly held from 2nd to 4thAugust, 2023. The outcome of that meeting, as well as a Memorandum by the President of the ECOWAS Commission on current socio-political developments in Niger, will be presented during this Summit. These will offer critical insights that will inform our collective decision-making process at this meeting.

6. Today’s Summit provides a significant opportunity to meticulously review and assess the progress made since our last gathering. It is essential to evaluate the effectiveness of our interventions and identify any gaps or challenges that may have hindered progress. Only through this comprehensive assessment can we collectively chart a sustainable path towards lasting peace, stability, and prosperity in Niger.

Moreso, in reaffirming our relentless commitment to democracy, human rights, and the well-being of the people of Niger, it is crucial that we prioritize diplomatic negotiations and dialogue as the bedrock of our approach. We must engage all parties involved, including the coup leaders, in earnest discussions to convince them to relinquish power and reinstate President Bazoum. It is our duty to exhaust all avenues of engagement to ensure a swift return to constitutional governance in Niger.

7. More specifically, as leaders of our respective nations, we must recognize that the political crisis in Niger not only poses a threat to the stability of the nation but also has far-reaching implications for the entire West African region. By remaining steadfast in our adherence to the principles of democracy, good governance, and the rule of law, we can restore peace, stability, and prosperity in the Republic of Niger, thereby fostering an environment conducive to growth and development for all.

Esteemed Excellencies, Distinguished Ladies and Gentlemen,

8. I am confident that this 2nd ECOWAS Extraordinary Summit on the Socio-Political Situation in the Republic of Niger will be a defining moment in our journey towards a stronger, more resilient, and integrated West Africa. Let us seize this opportunity to make a lasting impact on the lives of our fellow Africans as we strive to build a future defined by peace, progress, and prosperity.

9. In conclusion, I extend my gratitude to each of you for your attention to this critical issue. I trust that our deliberations will be productive and fruitful, leading us to find an amicable solution to the political crisis in Niger. As we continue to work together in solidarity and harmony, we can ensure a prosperous future for the entire West African region.

Human Rights Group expresses concern over Police Plan To Arrest Three Journalists in Enugu

Touched by a perceived plan to gag the press and stop the free flow of information in Enugu state, the Civil Rights Realisation and Advancement Network (CRRAN) has petitioned the Inspector General of Police to rise to the occasion and stop the anomaly.

The rights group while writing on the lingering crisis at the Federal Neoropsychiatric Hospital (FNH) Enugu that has culminated in the closure of the school’s Mental Health Nursing at the instance of the Medical Director, Dr. Monday Nwite Igwe, called on the IGP not to allow the police to be used to harass and bully journalists from performing their lawful duties.

The petition, which was signed by President of CRRAN, Barr. Olu Omotayo, alleged that three journalists and a human rights activist were summoned to the police headquarters in Abuja, allegedly orchestrated by the MD of the hospital, Dr. Igwe.

Omotayo urged the IGP to wade into the matter to avoid the police being used as lap dogs to hush journalists in Enugu and elsewhere in Nigeria.

The petition reads thus: “It is no longer news that School of Mental Health Nursing, Federal Neuropsychiatric Hospital Enugu was unlawfully closed down by its Medical Director, Dr. Monday Nwite Igwe, but the new development that calls for concern is the recent action of the said Dr. Monday Nwitte Igwe who is now using the instrumentality of the Police to launch a massive attack on the Freedom of the Press in the state.

“Some of the journalists who reported in the media the unlawful closure of the School of Mental Health Nursing, Enugu, Dr. Monday Nwite Igwe, and the corruption at the institution have been penciled down to be sent to prison courtesy of a police invitation letter sent to the them in respect of criminal allegation made against them by Dr. Monday Nwite Igwe. The Police Invitation titled: Re: Criminal Conspiracy, Cyberstalking, Injurious Falsehood, Conduct Likely to Cause Breach of Public Peace and Criminal Defamation with Intent to Incite.”

The said Invitation signed by the A.A. Elleman DCP, Head IGP Monitoring Unit, The Nigeria Police Force Headquarters, Abuja, invited these journalists:
1. Ignatius Okpara of The African Examiner
2. Petrus Obi, former National Vice Chairman(Southeast) Nigeria Union of Journlists of the EverydayNewsNgr.
3. Clinton C. Umeh, of Journalists101
4, And Comrade Igboke Onyebuchi, of the Coalition of Civil Society Organisation who wrote petitions to appropriate government authorities to look into the plight of the over 700, students of the School of Mental Health Nursing, Federal Neuropsychiatric Hospital Enugu.

It should be noted that the school is still closed down till date despite a reported directive by the Permanent Secretary, Federal Ministry of Health to reopen the institution.

“This matter becomes so painful because the person involved is a civil servant in the employ of the Federal Civil Service of the Federation. So if a journalist writes on the anomalies which occurred in an institution why should that warrant calling for the head of such journalist.

“We condemn in all ramifications the attempt to infringe on the freedom of the press in Enugu in particular and the Southeast in general,” the petitioner stated.

Nigerian hotel owners are urging Tinubu to create a specialized “Ministry of Tourism” with the aim of strengthening the nation’s tourism sector.

Nigerian hotel proprietors, united under the Hotel Owners Forum Abuja (HOFA), have called upon President Bola Tinubu’s administration to establish an independent Ministry of Tourism.

Their intention behind this proposal is to bolster the oversight and regulation of the hospitality sector.

This appeal was made during an interview with Mrs. Funmi Kazeem, the President of HOFA, in Abuja on Wednesday.

By creating a distinct Ministry of Tourism, the group believes that the Nigerian government could effectively fortify the regulatory framework governing the hospitality industry.

This move would serve to counteract criminal activities within the sector, particularly those occurring within hotels.

Mrs. Kazeem emphasized that while crimes happen both inside and outside hotels, the proper regulation of the hospitality sector could significantly mitigate criminal incidents.

She noted that the implementation of a dedicated ministry would aid in the monitoring and management of these issues.

Presently, many hotels are operating without proper regulations, thereby enabling criminal activities to go unchecked.

Mrs. Kazeem pointed out that some establishments exploit the lack of oversight to harbor criminal elements.

Furthermore, the president highlighted the importance of hotel owners associating themselves under a recognized body, such as HOFA.

This would ensure ethical practices and prevent any shortcuts that might compromise the industry’s integrity.

HOFA, currently consisting of 300 members out of a total of one thousand hotels in the Federal Capital Territory (FCT), has encountered reluctance from the remaining 700 hotels to join.

This reluctance is due to tax avoidance, anonymity, and a lack of identity.

The call for a dedicated Ministry of Tourism and Culture has also been echoed by the National Council for Arts and Culture (NCAC).

Chief Olusegun Runsewe, the Director-General of NCAC, has urged President Bola Tinubu to prioritize the establishment of such a ministry to bridge the communication gap between the private and public sectors.

Chief Runsewe emphasizes that a distinct ministry is crucial for the advancement of both the tourism and culture industries, aiming to bring these sectors into closer alignment and collaboration.

“Nigerians’ Data Consumption Skyrocketed to an Astonishing 518,381 Terabytes in 2022, According to NCC”

The Nigerian Communications Commission (NCC) has disclosed that telecommunications users in Nigeria consumed a staggering 518,381.89 terabytes of data in 2022, a notable surge highlighted in the Subscriber/Network Data Annual Report for 2022.

This signifies a remarkable 47% upswing from the previous year, during which 353,118.89 terabytes were consumed.

The report also reveals a growth in Internet subscriptions across various networks, climbing from 141.9 million in December 2021 to 154.8 million by December 2022, marking an impressive increase of 9.06%.

The boost in subscriptions played a significant role in propelling data consumption, further buoyed by the introduction of 5G technology by MTN.

Alongside the expansion of 4G networks, which facilitate faster speeds and the ability to stream high-quality videos, Nigerians have exhibited an increased inclination towards spending on data.

As 5G continues to gradually roll out, offering speeds 100 times that of 4G, it is anticipated that data consumption will continue to surge.

Moreover, the year witnessed a surge in revenue for telecommunications companies, with total revenue reaching N3.8 trillion.

This represents a noteworthy 18.7% increase when contrasted with the N3.2 trillion recorded in the preceding year.

Notably, the dominance of major mobile network operators including MTN, Globacom, Airtel, and 9mobile remained evident, accounting for a substantial 86% of the industry’s revenue.

These four operators collectively generated N3.3 trillion in revenue, while other participants such as Internet Service Providers (ISPs), Value Added Service (VAS) providers, and fixed wired operators contributed around N500 billion in total revenue.

Interestingly, while telecom companies scaled back their capital expenditure (CAPEX) due to inflation and forex volatility, operating costs saw a notable 17.6% increase.

Industry data indicates that CAPEX expenditure decreased by 30%, amounting to N785.7 billion in 2022 compared to N1.1 trillion the prior year.

In contrast, operating costs surged to N2 trillion, up from N1.7 trillion in 2021.

Active subscriptions across telecom networks also experienced a substantial uptick, climbing from 195.4 million in 2021 to 222.5 million by December 2022.

This indicates the addition of 27.1 million subscriptions, translating to a noteworthy 13.86% annual growth.

The NCC attributes this subscriber base expansion to factors such as subscriber loyalty, promotions, seasonal effects, aggressive consumer acquisition efforts, and competitive product offerings across all networks.

This rise in active subscriptions had a positive impact on other crucial telecom indicators, including Teledensity, Internet Penetration, and Broadband Penetration, as outlined in the report by the NCC.
