Nigerian Govt Grants Three-year Tax Waiver To 34 Companies Amid Dwindling Revenue

Despite the raging debate over the high amount of revenue lost to waivers granted to corporate entities annually, the Nigerian government approved tax holidays for 34 companies seeking tax incentives and waivers under the Industrial Development Income Tax Act in 2023.

 

Companies including Dangote Sinotrucks West Africa Limited, Lafarge Africa Plc, Honeywell Flour Mills Nigeria Plc, Jigawa Rice Limited, and Stallion Motors Limited, among others had benefited from tax waivers from pioneer status incentives.

 

This was disclosed by the Nigerian Investment Promotion Commission (NIPC) Head of Incentives Administration, Lovina Kayode, during an end-of-the-year press briefing organised by the commission in Abuja.

 

Prime Business Africa recalls that the Federal Government in September, said companies operating in Nigeria receive tax incentives worth N6trn annually. Earlier reports had put the average annual tax waiver figure at about N5trn.

 

The Chairman of the Presidential Tax Reform Committee, Mr Taiwo Oyedele, who made the disclosure, said a comprehensive review to reduce tax waiver would be implemented.

 

This is amid the drop in revenue projections by the government worsened by foreign currency shortages and high dependence on debt financing. At the London trading session over a week ago, brent crude prices fell to a five-month low heightening concerns that Nigeria’s economy will be able to meet its revenue targets in 2024.

 

The sharp decline in oil prices were caused by worries about dwindling demand, less supply, and longer-term interest rates. Figures from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) showed that the country’s crude oil production, excluding condensates, dropped to 1.25 million barrels per day in November.

 

But speaking at the press conference, Kayode pointed out that not all companies are granted tax breaks due to stringent procedures followed by the commission on waivers award.

 

According to her, “The pioneer status incentive is a stimulus that allows a company to get three years of not paying corporate income tax, just to get more investments.

 

“This process is stringent because our parent ministry and the federal inland revenue service are involved to make sure the right investors get this incentive.

 

“So far this year, we granted 34 applications have been approved and one of the things we intend to do is to ensure we are not just giving incentives to underserving companies. However, there is already a notion that Nigeria gives out too many waivers, incentives, and concessions.

 

“However, tax expenditure which means what government has lost by granting pioneers status incentive is just a small amount compared to what the country gains by granting these incentives to qualified companies.”

 

She further revealed plans by the commission would publish impact reports on the effectiveness of the pioneer status report on job creation and other economic activities to promote investments.

 

“On impact, that is one thing NIPC is planning on, next year, it is one of our biggest tasks to do an impact assessment. These incentives we gave out, how have they impacted the country in terms of job creation?

 

“How many jobs are the companies creating and what kind of import substitution has come about because we have granted these incentives and how much would the government gain after the three years of them not paying these taxes,” she added.

 

The commission’s Executive Secretary, Aisha Rimi, in her virtual address, reiterated commitment to facilitating and assisting investors to gain inroad into the country in the New Year.

 

He said, “So as I continue to settle down, I will also continue to depend on and rely on your support to promote the activities of the commission.

 

“The commission, as you all know, was set up really to facilitate, promote, and assist investors into the country and the ones already in the country. Because if nobody traps these people and gives them the support that they need, other countries are competing with Nigeria. So we have to be very intentional.”

Ahead of the New Year Celebrations, Governor Babajide Sanwo-Olu has authorized the release of 246 inmates from various correctional facilities in Lagos State.

 

This decision, made under the constitutional provisions, marks a stride in the governor’s commitment to justice sector reforms and prison decongestion.

 

Speaking on the governor’s action, a spokesperson for the Lagos State Government stated, “The Advisory Council on Prerogative of Mercy conducted a thorough review, considering crucial factors such as the nature of offenses, duration of incarceration, health, age, and behavior of the inmates.”

 

Notably, Sanwo-Olu also commuted the death sentence of 39 inmates to life imprisonment, aligning with the administration’s stance on justice reform. The move, executed under constitutional provisions, highlights a proactive approach to addressing overcrowding and ensuring fair justice in correctional facilities.

 

This initiative is reflective of a broader nationwide effort, echoing the push by the Federal Minister of Interior, Olubunmi Tunji-Ola, to alleviate congestion in custodial centers. Tunji-Ola had earlier disclosed the strain on federal resources, citing the daily expense of N3 million to feed 4,000 inmates across the country, further emphasizing the need for decongestion.

 

Previously, the Federal Government facilitated the release of over 4,000 inmates, unable to pay their bail fees, expending a total of N585 million.

 

The ongoing drive to reduce congestion in custodial facilities aligns not only with humanitarian objectives but also with optimizing resource allocation at the federal level.

The Organization of the Petroleum Exporting Countries (OPEC) anticipates that its projected 2.2 million barrels per day economic growth for 2024 will play a pivotal role in influencing global oil market dynamics, as outlined in its December monthly report.

The report forecasts a 2.2 mb/d year-on-year increase in global oil demand for 2024, with significant contributions from OECD Americas, China, the Middle East, Other Asia, and India.

This outlook hinges on sustained economic and petrochemical activity, driving demand for transportation fuels and distillates.

On the supply side, non-OPEC supply growth is predicted at 1.8 mb/d in 2023, with the U.S. accounting for about 70% of this expansion. Notable contributors to growth in 2024 include U.S. tight oil output, offshore projects in Latin America and the North Sea, and the expansion of oil sands projects in Canada.

OPEC highlights that the economic growth experienced in key economies during the first three quarters of the current year surpassed expectations.

Consequently, the global economic forecast for 2023 stands at 2.9%, with expectations of a continued robust growth extending into 2024, albeit at a slightly moderated rate of 2.6%.

On November 25, 2023, President Bola Tinubu intervened in the Akeredolu-Aiyedatiwa rift, urging peace and the maintenance of the status quo during a meeting with Aiyedatiwa and other Ondo State stakeholders in Abuja.

Tragically, on December 27, 2023, Akeredolu passed away in Germany due to prostate cancer, as confirmed by the state government in a press statement. His death was described as peaceful, leaving behind a legacy of service and development.

Nigeria is set to commence supplying gas to South Africa starting in 2024

Riverside LNG, an energy company based in Nigeria, is currently in discussions to supply gas to South Africa starting from the first quarter of 2024.

This potential agreement signals the first collaboration in the energy sector between the two nations.

Riverside LNG’s CEO, David Ige, mentioned in an Abuja interview that the company is actively pursuing new deals on the continent, having recently entered a gas-export partnership with Johannes Schuetze Energy Import AG of Germany.

Nigeria boasts the largest gas reserves in Africa, and Riverside LNG aims to close a significant market segment early in the year, providing gas to South Africa.

Ige highlighted the expanding gas market within a 3,000 nautical miles radius of Nigeria, covering southern and western Africa, northwest Europe, the Caribbean, and South America.

While maintaining confidentiality regarding discussions with South African counterparts, Ige mentioned the company’s exploration of opportunities in Liberia and Cameroon.

Notably, South Africa faces persistent power shortages, relying on coal for 80% of its electricity. In response, there’s a shift toward renewable sources, with a goal to achieve 60 gigawatts of power from renewables by 2030.

Riverside LNG’s initiative aligns with the Southern African Development Community’s $17 billion plan for natural gas infrastructure, aiming to enhance energy provisions in the region through investments in pipelines and terminals. Ige sees a substantial opportunity for Nigeria to become a trading hub within this evolving landscape.
